Mr. Cesar Merla is a former US Army Captain with a career that spans over a decade of service, marked by a commitment to excellence, order, and dedication to the people of the United States and the State of Texas.
Military Service
Mr. Merla’s military service was a defining chapter in his life, beginning his enlistment in 2012 and earning his commission in 2015. He served directly in Operation Security Texas, assisting Border Patrol and Texas DPS.
From 2020 to 2022, he served as the Commanding Officer of Army National Guard Gulf Company, leading and developing 105 soldiers. He also served as the Officer In Charge of the Mobile Vaccination Team Y2, coordinating over 1.2 million vaccinations.
Community Leadership
Currently, Mr. Merla serves as the Director of Emergency Services overseeing the Divisions of RGV911, Homeland Security and Criminal Justice leading a team of 20 individuals serving the region.
He serves as Chairman for the Aging and Disabilities Resource Council Advisory Council and is an Advisory Member to the AltaCair Foundation. He is a certified Infrastructure Liaison Officer through the Texas DPS.
